Yes: Very brief, closely observed tummy time is acceptable from day 1 -- in fact, doctors look at newborns lying on their tummies all the time to assess head control and other things not visible from the front. The secret, of course, is (1) never leave them alone like that, (2) turn them over immediately when they appear tired or unhappy, and (3) never leave them alone lying on their tummy.

Yes: Tummy time should be a part of baby's routine from day 1. Start out with up to a few minutes at a time when they are awake, 2-3 times daily. As they get to be 4 months old, they should be getting 15-20 minutes 2-3 times per day. Gradually increase this time as they grow. You may need to entertain them a bit for them to tolerate longer stretches. Just like us, exercise is work. Distract them!
