Not always: Poor circulation can result in not being able to feel your pulse you can check on the top of your foot towarg the inside of your ankle or dometimes you can feel it behind the prominensce (maleolus) on the inside of your ankle, but you can also check behind your knee.

In two places: The posterior tibial artery runs behind the inner ankle bone prominence. The dorsel pedal artery runs down the middle of the top of the foot. These may be hard to find on yourself, because you have to bend your leg to feel your foot. Try trading pulse-feeling with a friend. And yes, poor circulation may make these pulses harder to feel, or decrease them altogether.
