May not recede: Some hyperthyroidism caused eye issues will not recede and require surgery. It is important that you make sure your thyroid levels are well controlled.

Yes: Smoking can definitely make graves' eye disease worst. If you can, please stop smoking to see if the eyes improve. For some graves' patients, the eye might not ever go back to normal. Also make sure the hyperthyroidism is treated and thyroid levels are now back to normal.
