No cure: Dark circle under your eyes is not an excess pigmentation. The eyelid skin is very thin, any swelling (poor sleep, stress, allergies, age, etc) will give you an appearance of darkening. There are a lot of eye creams that are marketed for dark circles, none remove pigment. Many are good moisturizers. A pair of sliced cucumbers over the eyelids (as you get in spas) work just as well.

Under-eye dark : Under eye circles have multiple causes including increased pigmentation, sun exposure, dilated blood vessels, blood pooling from allergy flare, drinking alcohol. Genetic and hereditary factors also contribute. Correction depends on cause(es). A few topical creams can be helpful. Use of fillers like belotero, juvederm, Radiesse or Restylane (dermal fillers) are helpful as are peels and laser resurfacing.
