Yes: Nonselective to selective will reduce some of the unwanted side efffects , more with nonslective agents. No weaning is necessary of the nonselective betablocker before starting the selective agent.

Usually Yes.: Your dose of Propranolol er 80 mg daily is high so you will need bystolic (nebivolol) 10 mg at least to begin with and may even need higher. Switch cane be made without weaning although there will be some initial withdrawal such as palpiatations or rise in pulse rate and BP but should not last longer.
