Insect bites can also be the cause of a rash on the skin. Have it evaluated by a professional and get the appropriate treatment.

A Dermatitis?: Sounds like you have dermatitis of some type. More so a contact dermatitis or an allergic reaction to something, maybe shoe material or dye. You should go to see a podiatrist. May need topical cortisone cream.
