Degenerative changes: What you are describing are common degenerative changes in your cervical spine. The changes can cause pressure on the nerve roots in your neck and can cause pain weakness and numbness in you neck and shoulder. This can be associated with a radiculopathy.

Sounds like 41: Your describing a 100% generic radiology report description of disc degeneration and bone spurs, usually normal with aging. Could be a souce of pain though.
