Safest way to shave all your pubic areas?

Use a trimmer. Razor blades tend to pull up the hair and cut below the skin level which can lead to ingrown hairs (bumps) and painful razor burn. Trimmers cut the hair at the skin level without these problems.

Shaving pubic hair is unhygienic. It could result in infection from abrasions, in-grown hair, folliculitis etc. What do you expect to gain by shaving your genitals? Get HPV and Covid vaccines.
