BAPS: I would recommend physical therapy and baps exercises. This stands for balance and proprioception. Go and buy a wobble board and start working with that. Otherwise there are some theraband exercises that pt can teach you (maybe you can find them on google).

Surgery and PT: Weak ankles can be strenghthened with physical therapy but if nonsurgical treatment has failed then you should consider ankle stabilization surgery.

Balance: Balance exercises using a BOSU ball or wobble board to improve your proprioception. You may need stress x-rays to determine the degree of instability and/or a MRI. Depending on the findings, it is possible that only surgery can make you stable again.
