Depends on duration: She could have a "lip licker's" dermatitis or a patch of eczema on her lip. There are some people who get rosacea, but that usually is in a different area. Additionally, this could be seborrheic dermatitis- a scaling redness. None of these conditions are harmful, but if it doesn't go away you should bring her in for evaluation. Take a photo with the macro/flower setting & no flash to document.
