99.1 is fine if...: It gets too confusing to think of different numbers in different locations. The simple way to look at it is: if the baby is happy and behaving normally, then any temperature <100 is ok. That means call any temperature a fever if is 100 or more, an any location. If the baby is newly unhappy or starts behaving oddly, then the doctor should be called, regardless of what the temperature is.
