My 9 week ultrasound showed 2 sacs, although 1 of the 2 was only a yolk and appeared to be 5-7 weeks of development. is there a chance it can develop?

Not likely: Unfortunately, if there was only a yolk sac in one and an embryo in the other, it is likely that the other embryo will not survive.
