Cervical nerve root: My first concern is a problem with the nerves that emerge from the vertebral column in your neck, compressed by bone or synovium when chest pressure increases. This will require at least a good physical exam and probably some imaging studies. Good luck.

Probably muscular: If you are having symptoms you described only when you sneeze, it may be due to muscle strain.
