Done Growing: You are done growing my friend. You may be working out too often not allowing the muscle to recover. If you are overworking out you will actually burn protein. Need to let muscles recover. Rome was not built in a day. You also are a small statured person so your frame may not accomodate a bunch of bulk. Eat more protein and rotate muscle groups.
