Where on feet: Need more sprcific information. May be plantar fasciitis, bursitis, sprain. Strain or even arthritis.

Depends what: Part of the foot. For example heel or arch pain is likely plantar fascitiis secondary to the contracture of the plantar fascial ligament. Other times, stiffness and pain can be arthritic related.
