Fungus or eczema: You could have fungus of the feet, which looks like scaling on the bottom of the feet or scaling between the toes. If the itching is on top of the foot, it may be eczema. Try otc lotrimin (clotrimazole) cream for fungus. If that doesn't work, see a podiatric physician.

Thin dry skin: Dryness of the skin can cause itchiness. Use a skin moisturizer on a regular basis and see if you notice improvement. If not, consult with a podiatrist or dermatologist. Be wary of using Hydrocortisone liberally. It might put you at risk for skin infections and can cause atrophy/thinning of it.
