Depressed mood: Dr fairchild provided excellent physiologic possibilities for feeling depressed in the pm's. Here is a purely psychological one. During the daypeople are active at their jobs. Their activities distract them from sad mood or other depressive symptoms. They are often surrounded by people that they work with. They come home to a quiet or a chaotic homelife. If things are quiet - feelings are felt.

Depressed in evening: Drs. Fairchild and fowler have provided excellent responses. I'd add that some people are not happy with their personal home lives. This may be because of conflict with a partner, or even having no partner at all. Many people are lonely in their personal lives, and being home by themselves is difficult. Talking with a psychotherapist might help you explore your own emotional patterns better.
