See physiatrist: Spinal cord injuries are helped by physical medicine & rehabilitation (pm&r) doctors called physiatrists (not psychiatrists). If there is little heat generated in the legs, extra clothing won't help, because clothing only retains heat but doesn't create heat. So, external heating may be needed, but can be dangerous if one has no sensation! the doctor may have ideas on increasing blood flow (heat).
