NoT randomly but les: It will release when required, it just can't make as much as you need.

It can: We classically see this in patients newly diagnosed with type 1 diabetes who are going through their honeymoon phase. There will be unexplained low blood sugars felt to be due to the dysfunction of the Insulin producing cells in the pancreas.
