Yes: No matter the age some people have very sensitive feet. Make sure there is nothing else wrong. Don't put the child through the trauma of holding high/her down cut them when asleep and be gentle.

My son was like this: I very gently trimmed his nails after a bath when they were really soft and pliable. Once i tried to cut them while he was asleep and he woke up and freaked out. I sat cross-legged on the floor and had him sit in the "hole" created by my legs (facing the same direction). This way it feels like you are hugging him as you lean forward to trim the nails. Then he can watch what's going on as well.
