Brain tumor: It is very unlikely to have a brain tumor now with a normal scan in dec 2012. Headaches do not correlate with MRI or ct findings normally. The scans are done to rule out an organic. On the other hand stress is often a contributor to headaches. See your family doctor and a neurologist for treatment.

Extremely unlikely : However, persistent, unrelenting headaches can be caused by a number of different things. I would suggest you speak with your doctor who may want to refer you to a neurologist for further work up, and you should do so asap, as these are clearly effecting your daily function.
