As above : Instead of just being worried , have him seen by a dermatologist for evaluation and treatment.

See a dermatologist: It can be an allergy or eczema but you rather see a dermatologist so he can find relief asap. Some lotions have harsh ingredients which can merely aggravate your son's skin condition. It is important to know the cause.
