No: The ultrasound gestational age examines the fetus and uses several different options to calculate the age of the gestation. It is looking at the pregnancy directly. Early on it can have greater error due to tiny size of fetus, but is the more accurate option than going by last menstrual period.

Yes: The gestational age from an ultrasound is meant to coincide with the first day of your last menstrual period. And yes, it is assumed the actual fertilization happened 2 weeks after the lmp.
