Can be many : Rings, including callous or corn, a wart etc....If it doesn't belong, have it checked out. This might be such a simple thing that a podiatrist can get rid of in a few seconds.....

This could be a wart: It may also be a callous which needs a doctor to debride for relief. The itching may be an underlying fungal infection.
