Fungus infection: The symptoms described may indicate ring-worm fungus infection. You may want to try an otc topical anti-fungal cream. If it does not improve in a week see your podiatrist.

Fungus/dermatitis: Could be either one, depending on your history and physical examination. Is it any where else on your body? Any environmental factors etc. See a podiatrist for prper diagnosis and treatment.
