Usually can: Psychotropic medications can be prescribed by physicians other than psychiatrists. As long as the physician has the clinical expertise it should not be a problem. Sometimes obstetricians take over managment of psychiatric medications during pregnancy - and in other cases they treat the patient in concert with the psychiatrist.
