Not usually: The starvation regimen of most with anorexia nervosa is of such severity that the body catabolises ("eats") its own muscles as well as fat for caloriic and protein requirements. It is highly unlikely that a true anorectic could retain muscle mass enough to be "toned". However there is a spectrum of eating disorders and an anorectic may pass through a stage of appearing "toned" while starving.
