Not likely Cancer: It sounds more like irritable bowel and some anal irritation or as dr brasovan suggested it could be colitis. To be sure follow up with your doctor.

See a doctor: There are a lot of things that could cause these symptoms. Some of them are not serious, but some of them are very serious. This could be an infection or colitis. There is a small chance that it is cancer. The only way to know is to see a doctor and be evaluated.
