Could be fungus: This may be due to a fungus which may respond to topical antifungal creams.

Usually Dry Skin: Actually fungal infections at this age are very rare.Dry skin made worse by constantly sweaty feet is the most common cause.Frequent sock changes for dryness, moisturize 3-4 times per day and cortisone cream almost always clear this up.
