Oxidation: "silver" or "amalgam" fillings are composed of a metal alloy that can oxidize or tarnish when exposed to the acidic fluids in the mouth. This is especially true of the older type fillings, ones that have been in your mouth for a long time, or ones that were never polished. It's common and ugly, but not dangerous. Consider replacing them with tooth colored bonded fillings.

Definitely, yes: An amalgam filling contains a mixture of metals such as tin, copper, silver and mercury. They do tend to turn black over a period of time which can look unattractive.
