Of course: Even pts with alzheimer's can communicate well initially, and even seem normal on the surface. Transient global amnesia is temporary but even when very confused, the patient can speak, but not remember. All depends on type of brain pathology, location, size, extent, etc.

Yes: If the memory loss is caused by alzheimer's disease, speech problems occur only in later stages oft this disease.
