what does it mean to have a yellow skin layer over the eye?

Dr. Tim Conrad

A few things: A yellow discoloration of the white part of the eye could be due to sun damage. Another possibility is scleral icterus. This is when the bilirubin is high in the blood and it deposits in the tissues, including the eye. This is a serious medical sign because many bad diseases, including cancer, can cause this.
