Since tooth #11 lies under the floor of the nose, what are the possibilities of any risk from infection/ touching the nose by root canal on that teeth?

Depends: Depends on the length of the root as well as the angular ion of the root. In addition if there is a concern for the spreading of an infection, then the longer the infection is present the more the likelihood there will be damage to the surrounding bone.
