The FDA: There is no reason why healthy adults cannot take this vaccination. The indications for who should be given it is determined by the fda. Physicians give this vaccination according to those official indications. Good question.

Confusing system: Docs can give this to most patients at most ages. However, the politics of healthcare/insurance companies, cost, all plays a part.The advisory committees decide who needs it the most, if adopted by several such committees the insurers may pay for it only for listed groups.The docs push to target those with the most need/benefit.You are always welcome to pay out of pocket for it but it costs $$$
