Can dysfunctional adrenal gland(adrenal fatigue) lead to a low level of testosterone?

No: Adrenal "fatigue" is not a medical diagnosis. It has been used to describe a set of symtoms that people have, usually unrelated to adrenal function. Testosterone is made by the testicles and to a small degree by the ovaries. There are other, less potent androgens made by the adrenal gland (dhea).
