Yes. Male: Characteristics are fueled by testosterone, and likely blunted by estrogens, or lack of testosterone. This is true in utero until death. Penis vary in size, but certainly estrogen use would be associated with reduction in size of the flaccid penis, and likely inability to achieve erection.
