Possibly: To my knowledge there have been no studies/evidence based or otherwise addressing this issue. My advice is to seek out other women who have undergone the procedure and get their opinion; making an informed decision is my best advice before undergoing any type of procedure.

Surgery yes, Laser?: Perineoplasty reconstructs the muscles damaged during childbirth which narrows the vaginal opening improving sensation for you and your partner during intercourse. Your kegel muscle is also more effective. A laser is a tool, but honestly there are no studies to prove that the procedure is more or less effective with or without it.
