Is it normal for an area of a healed bruise to itch?

Yes: Yes, especially of nerve healing has to occur as well.

Itching = Healing: When our bodies sustain an injury, the immediate response is inflammation (red, hot, tender swelling). This is the body bringing healing factors to the area and also the veins expand to carry bad stuff away. The nerves in the area respond to this inflammation in varying intensity as things heal from pain to itching and possibly with numbness. This is a normal part of healing.
