Probably eczema: Eczema aka atopic dermatitis has many appearances but is always itchy, is relieved by skin moisturizers, and commonly appears in elbow & knee creases, neck, eyelids, wrists and ankles, and behind the ears. If the skin is flaky it will appear white. If uncertain ask your health care professional.
