COPD: You should be followed regularly by a pulmonary doctor. Stop (if you do) smoking, stay well hydrated, you can get mucolytics at the pharmacy otc to break up sputum. You will know when you need an antibiotic when your doctor diagnoses you with bacterial infection. Be careful.

Depends on Symptoms: You can get rid of congestion by taking medicines such as mucinex, (guaifenesin) which is very safe. Or, if you don't want to take meds, then using a nebulizer with saline can help. Also, simply sitting in the hot shower may help. Signs of an infection are increasing shortness of breath, chest tightness, change in the amount or color of the phlegm, fever, worsening cough. If this happens, then see a doc.
