Chest pain: Chest pain is a serious symptom in someone with risk factors. The differential is broad. If acute i would seek immediate medical attention.

Go to ER: It might either be cardiac or COPD related. In either event it clearly needs to be investigated.

See a doctor!: Any chest pressure like that in a 60 yr old needs to be evaluated by a doctor. It could be a problem with his coronary arteries or aorta, or a problem in his lungs like pleurisy or blood clots. Please see a doctor asap.
