Could be: You need a chest x ray and a lung examination. Yes it could be asthma, but there ar other possibilities which could be more serious.

Yes but...: Respiratory alkalosis is due to hyperventilation . Dizziness and lightness occur during hyperventilation. Asthma can cause respiratory alkalosis but only if there is a bad attack usually associated with other significant signs of severe asthma. Outpatient asthma should not cause respiratory alkalosis and dizziness. Anxiety could cause those things.
