No: The blood pressure in your legs is normally higher than in your legs and at your age doubtful that you have pvd.

Unlikely: The measured BP in ankles is higher than arms. It is a measure of peak, systolic bp. The ankle /brachial!ratio -= index is normal at 1.1 or 1.2 toe nails are usually fungus toes infections may follow severe PVD and or diabetes.
