Unfortunately this : Is part of post-phlebitic syndrome (ie the problems after bad deep venous thrombosis). It will heal but will take much longer than in a "healthy" person.

Yes it will: This requires care by a vascular specialist or a wound clinic. He will need compression dressings, and compression socks longterm to prevent recurrences.
