Safe: Both are safe but antibiotic (amoxil) may not help if it is a viral illness.

Not so much: I would rather you go to an urgent care center than start some antibiotic that would cover up a real medical problem. I consider such a practice sloppy work and dangerous. The mother of the last kid I treated for bacterial meningitis called in asking for antibiotics because her doc was not available.
