Lower leg fractures: Best person to answer your questions is the orthopedic surgeon who repaired your leg since s/he is familiar with how severe the fractures were & will be following healing process. If hardware is removed, bones will eventually remodel to fill holes.

Yes: If there is true evidence of radiographic healing the plate serves no function. However most hardware is not removed until about six months after the surgery.
