It contributes: People with chronic/recurrent headaches have been shown to have fewer headaches if they maintain good hydration. It's really hard to be over-hydrated. Almost all of us would benefit from more water.

Yes: Yes it can. Headaches are one of the signs of dehydration, as are muscle aches, decreased energy and fatigue.
