Many things: Allergies, eyelid infection (blepharitis or meibomianitis), thyroid disease, or laxity of the connective tissue around the eye that causes the fat pads around the eyeball to "push" forward called dermatochalasis. Bumps could also be the start of a herpes simplex or zoster infection. You should see your doctor immediately.
