Start slow: It should be ok to start activity again. Start with walking, then slow jog then to faster and longer distances. You may also want to start with biking and or an elliptical prior to running. If it is healed well you shouldn't need the patella straps. If not improving, recommend physical therapy.

Yes, start slow: Yes, you can resume running. I would make sure you are using shoes with adequate cushioning, in general running shoes need to be changed every 300-400 miles. I would start running on level surfaces and only for short distances and slowly advance as tolerated. Any recurrent pain, back down and ice.
