Yes: Refractive surgery can generally give you the same vision you get with glasses or contact lenses. Uncommonly it can make it better than that.

Depends: If your vision can be improved with glasses, this is likely a good solution. However, visual losses due to disease, amblyopia, abnormality of the eye formation, etc. are conditions where refractive surgery would not help.
